Project Background

The Project for Strengthening Institutional and Policy Framework on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Integration, being implemented in ASEAN by the JICA Project Team in 2016-2017, corresponds to the Concept Note (CN) No. 20 of the 21 Flagship and Priority Projects of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme Phase 2 (2013-2015) – hence, it is called the CN20 Project in short.

 

The ASEAN Committee on Disaster Management (ACDM) established in 2003 developed the AADMER in 2005 in association with the Hyogo Framework for Action 2005-2015, a 10-year multi-stakeholder and multi-sectoral plan to invest in DRR as a means of building disaster-resilient communities. The AADMER Work Programme 2010-2015 laid the regional mechanisms for joint response and DRR at the regional level. During the Phase 1 (2010-2012), the ASEAN Coordination Centre for Humanitarian Assistance on disaster management (AHA Centre) was established as a main operation engine of the AADMER that currently serves as a chief regional body for disaster monitoring and coordinated response; and during the Phase 2 (2013-2015), 21 Flagship and Priority Projects were identified for strengthening regional cooperation.

 

The AADMER Work Programme is executed by the following five Working Groups assigned for each disaster management subject and led and coordinated by the appointed Co-Chairs:

The Working Group on Prevention and Mitigation (WG P&M) co-chaired by Lao PDR and Thailand oversees the CN20 Project, as well as CN18 Project on Building Disaster and Climate Resilient Cities in ASEAN: both implementation is being supported by the Japan International Cooperation Agency (JICA). The succeeding AADMER Work Programme 2016-2020 was developed in association with the Sendai Framework for Disaster Risk Reduction 2015-2030, the successor instrument to the Hyogo Framework for Action 2005-2015. The AADMER Work Programme 2016-2020, consisting of the following eight Priority Programmes, continues to focus on “Strengthening institutional capacity and policy frameworks for effective implementation of DRR and CCA” as one of the targeted outputs of the Priority Programme 3. ADVANCE: A Disaster Resilient and Climate Adaptive ASEAN Community:

The outputs of key activities of the “Strengthening institutional capacity and policy framework for effective implementation of DRR and CCA” under the Priority Programme No. 3 of the AADMER Work Programme 2016-2020, as well as corresponding inputs by the CN20 Project, are shown in the following table:

The CN20 Project is managed by the Project Steering Committee comprising the Co-Chairs of the ACDM Working Group on Prevention and Mitigation, ASEAN Secretariat, AHA Centre and JICA as shown below:

1. Documentation of good practices in institutional strengthening and policy development on linking DRR and CCA in ASEAN Member States

2. Assessment of the implementation of national action plans on DRR and CCA and the effectiveness of national platforms

3. Senior official-level roundtable discussions on policy and programme interventions to strengthen the connection and coherence of DRR and CCA efforts at all level
